The following relevant guiding principles apply to the use of the Special Aid Fund:2

The retiring trustees shall be selected in the following order:
(a) any trustee who wishes to retire and does not offer to stand for re-election;
(b) the trustee who has been longest in office since his or her election, but as between
persons who were elected trustees on the same day the trustee to retire is to be
determined by lot.
(c) Every retiring trustee is eligible for re-election.
