The trustees were able to grant licences to occupy to owners within their respective areas to enable them to obtain Housing Corporation finance under the papakāinga housing scheme. The prototype trust order was known as the “Panguru D3 model” and was followed by the “Rawhiti model” which incorporated common use areas in a Māori reservation.
Many landowner journeys begin when a whānau member passes away and their land interests or shares in an incorporation are transferred to their whānau members. Some people become landowners when land is gifted or transferred to them.
Much has been achieved by the project for Māori land owners, their whanau and hapu by giving greater certainty to title issues. The project has proven, simply by the volume of work completed and by the number of title anomalies uncovered, that both title systems were in a parlous and unsatisfactory state.
