You do not need to register in Pātaka Whenuato be able to access information or make an application or enquiry.
However, it is possible to make applicationto the Court to have an area excluded from a reservation pursuant to section 338(5), and then to set up an ahu whenuatrust in relation to the excluded area with the object of allowing housing development to take place.

The Court may, on considering your notification, arrange for the applicationto be set down for a formal hearing
if the application has yet to be determined or for a rehearing if the application has already been determined.
They have effected this by amending the rules of arbitration in their country (a form of regulation) to provide for this. If an arbitration agreement in a contract refers to those rules, the arbitrator then has jurisdiction to grant binding interim relief.
