The MAF report’s key conclusion was that the delivery, or not, of the undoubted economic growth opportunity associated with enterprises centred on Māori freehold land is strongly linked to two key and dominant factors:
the ability to make decisions;
access to, and availability of, appropriate skills and capabilities.
It is not surprising to me that the skills and capabilities of those in governance are the key to successful enterprise on Māori land.

to locate the decision based on the date it was

While the project also threw up issues for improvement, generally I think we can be satisfied that the Māori Land Court is the most appropriate mechanism for administering Maori Land titles, so long as every order is reflected in the LINZ system.

As a newly appointed Judge of the Māori Land Court it is highly appropriate that my contribution to the Judges’ Corner relates to one of the new tools added to our kete by the legislative changes that came into effect in February this year.
He entered practice in 1905, only 8 years after Victoria University was established, so it seems a fair bet that he was our first judge to attend VUW. Perhaps it is appropriate that, exactly 100 years after the first Victoria graduate was appointed as a Judge of the Native Land Court, I am here today speaking as another VUW graduate appointed to that Court. 1 But enough about the Court.
