So what realistically can be done to help with this problem – with the knowledge that Māori land is in multiple ownership, many of the owners are deceased and unsucceeded to, and many owners have no recorded addresses so are difficult to contact?

Succession applications
Succession is the transfer of shares in Māori land from a deceasedowner to their
descendants and beneficiaries.
This schedule does not include applications that have been set down for hearing, are before the Court
for determination, have been determined by the Court and/or are awaiting release of any decision,
determination, or order of the Court.
The trustees were able to grant licences to occupy to owners within their respective areas to enable them to obtain Housing Corporation finance under the papakāinga housing scheme.
(2) The following matters must be set out in the application:
(a) in respect of the order or certificate of confirmation that is the subject of the application,—
(i) the date of the order or certificate; and
(ii) a description of the land affected; and
