However, section 338(12) is a barrier to that form of financing on papakāinga reservations. There are not many options for people wishing to build on papakāinga reservations but who need to borrow in order to do so.
In some instances this is because the land has only one or just a few owners, or because the land is unsuitable for any form of development and owners have decided to leave it in its natural state.
Part of that includes exposing harassment, in whatever form, when you see it. But it also includes taking active steps to promote your own health and well-being.
