That seems simple enough. However, how does the Court assess compliance with the statutory criteria?
A further advantage is that an urupā that is constituted as a Māori reservation and which does not exceed 2 hectares in size is, pursuant to the Local Government (Rating) Act 2002, non-rateable.

Today, there is around 1.47 million hectares of freehold land, about six percent of all land in Aotearoa New Zealand.
Payment of rates Any Māori reservation set aside for the purpose of marae, meeting place, or urupā/ burial ground with an area not greater than two hectares or any reservation set aside for the common use and benefit of the people of New Zealand qualifies for exemption from payment of rates (this exemption is granted by Local Government (Rating) Act 2002).
