Section 172, Te Ture Whenua Māori Act 1993:
The assembled owners of any land may consider, and, where appropriate, pass resolutions concerning, any 1 or more of the following matters:
(a) a proposal that the owners of the land or any part of it shall, either by themsleves or together with owners
