Having stated all the positive and less positive factors, it seems that we have a situation that makes absolute sense in a cultural context but, which is becoming increasingly difficult in an economic sense.

The Waitangi Tribunal
The Waitangi Tribunal is an independent commission of inquiry. It makes recommendations on claims brought by Māori relating to legislation, policies, actions, or omissions of the Crown that are alleged to breach the promises made in the Treaty of Waitangi.

Where undivided interests or shares in Māori land are to be exchanged the Court has no power to makean order
unless the person receiving the shares in a block is either -
(i) a child or remoter issue of the owner in that block of the shares to be exchanged, or
(ii) a descendant of any former owner who is or was a member of the hapū associated with the land, or
(iii) an owner in that land who is a member of the hapū associated with the land, or
(iv) a...
