A person may be disqualified from becoming a member if they are:
subject to an order appointing a manager under section 31 of the Protection of Personal and Property Rights Act 1998 ; or a trustee corporation managing the persons' property under section 32 or 33 of this Act
an undischarged bankrupt, or
convicted of crimes punishable by imprisonment for a period of six months or more, unless they have served the sentence or have otherwise suffered the penalty.

What can be done, for example, for owners who wish to form governance structures so they can get a lease of their land to utilise it, but have difficulty notifying the owners to inform them of the proposals as required by section 215 of Te Ture Whenua Māori Act? Clearly, the most basic assistance that can be given to owners is to make it easier for them to obtain important and relevant information about their land and the owners of that land.
