The minimum number of trustees for a reservation is two people (unless the trustee is a body corporate 7, such as a Māori trust board or a Māori incorporation).

Once chosen, the Māori reservation trustees choose one of their own number who is not already an ahu whenua trustee to represent them on that trust.
If the trust being created is a Māori reservation, there is no need for a trust order.
