progress of such land blocks.
In practice, when the engaged owners wish to progress their land they simply
constitute an ahu whenua trust.

It was “good
to walk on the land and then go back to the kura” where there was discussion about
finalising the application, including agreement that the appellation on the title would be
‘Aorere’, and who would act as interim agents for the owners.
