What must also be borne in mind, however, is that ever since the whole concept of individualisation was originally imposed over Maori concepts ofownership, the necessary resourcing to keep lists of owners up to date has generally been inadequate.
The message I want to leave you with is to look after yourselves and each other. Part of that includes exposing harassment, in whatever form, when you see it.

Indeed, the Court of Appeal suggests that given the importance of the views of the owners on the question of whom to appoint, procedures should be devised that draw in the widest possible ownership participation.
