The vast majority of trusts and incorporations function despite the fact that the engaged owners continue to be a minority, often a mere 5 to 10% of the owners.

But, it is my experience that not all owners will participate even with notice. It is not uncommon for a block of 100-200 owners, for meetings to attract less than 10 owners – and that is on a good day.
A review must be lodged within 20 working days after the determination or order is made or, at the satisfaction of a judge, within a longer period.
