That was an environment of predominantly Māori students, set timetables, specified study periods, limited or no access to technology (and by that I mean televisions) and no wāhine.
The Māori Land Court has no power to stop this from happening. In any case, you cannot use a Māori land block as security without the permission and/or support of all other landowners.

Unfortunately there are no reported decisions of the Court on the operation of subsection 14 in relation to subsection 12 so my comments are speculative.
