Background to the review
The Panel’s appointment in June 2012 was preceded by two earlier reports released
in 2011: Owner Aspirations Regarding the Utilisation of Māori Land, Te Puni Kokiri
(2011), and Māori Agribusiness in New Zealand: A Study of the Māori Freehold Land
Resource, Ministry of Agriculture and Forestry (2011). The MAF report clearly
influenced the scope of the review as it is cited in the Panel’s terms of reference, and
both reports are cited in the Panel’s report....
SPECIAL RESOLUTION MATTERS
The following matters must be dealt with by special

• whether to include the owners of additional Māori freehold
land in the Māori incorporation

Deputy Chief Judge Craig Coxhead was appointed to the Māori Land Court on 25 January 2008 and appointed Deputy Chief Judge in May 2024.

Ngāti Whakaue, Ngāti Pikiao, Ngāti Rangiwewehi Steve first began work in the Maori Affairs Department in July 1984 working Māori Trustee and then the Land Development division before becoming an Alienation Officer in 1989.
In the recent High Court decision of Ngāti Whātua Ōrākei Trust v Attorney-General [2022] NZHC 843,
there was considerable discussion of tikanga Māori in the context of who exercised mana whenua
where the following were found;
- Tikanga Māori is a source of broadly shared core values (tāhuhu) that may inform the
development of the law and in some contexts is law
