Much has been achieved by the project for Māori land owners, their whanau and hapu by giving greater certainty to title issues. The project has proven, simply by the volume of work completed and by the number of title anomalies uncovered, that both title systems were in a parlous and unsatisfactory state.
Freehold titles are often divided by partition order. The land retains the status of Māori land.

The block is situated on Rēkohu/Wharekauri/Chatham Islands. Details for the hui are: Whenua: Otonga 3 Date: Saturday 16 August 2025 Time: 2PM Chatham Islands time (1.15PM New Zealand time) Venue: The Den Norman Memorial Reserve Chatham Islands Proposed resolution: T he Seymour whānau resolve to seek the full partition of the Otonga 3 block into 2 separate titles, as represented on the sketch plan provided.
So we are dealing with multiple owners averaging 85 owners per title – the lowest 10% averaging 1 owner to each title, and the highest 10%, averaging 629 owners in each title.
Sometimes investigation of title and partitioning were simultaneous processes.
