An application for judicial review must be submitted to the High Court of New Zealand, not the Māori Land Court.
That Court then ordered the Māori Land Court to conduct a hearing to appoint replacement trustees.

Some people become landowners when a whānau member transfers land to them by gift or sale. The Maori Land Court will ‘vest’ the land interest by way of a vesting order.
Historically, most succession applications were heard by a Māori Land Court judge. Now, if your succession application is assessed to be ‘simple and uncontested’, then it can be decided by a Māori Land Court registrar without a court sitting (unless you request to be heard by a judge in a court sitting).
The Māori Land Court has no power to stop this from happening.
The list includes skilled mediators and Māori Land Court judges who can act as mediators.
