This model for the utilisation of multiply-owned Māori land had its origins in Taitokerau in 1989 where, under s 438 of the Māori Affairs Act 1953, a block was vested in a trust with exclusive use areas identified in a schedule to the trust order for whānau shareholding groups.
Delegations of authority 6.1 A chairperson who cannot attend a meeting may delegate the role to another trustee. 6.2 The trustees may co-opt people to assist them with any aspect of business, but a co-opted member may not vote.

External link Māori Assembled Owners Regulations 1995 Sets out the rules on how a meeting of owners of Māori land must be held, how it is recorded and how the outcomes are reported.
Te Tiriti provides us with a good framework to think about those relationships, and we can think about how to establish mutually respectful, balanced relationships between the kāwanatanga space and the tino rangatiratanga space.
