The trustees were able to grant licences to occupy to owners within their respective areas to enable them to obtain Housing Corporation finance under the papakāinga housing scheme. The prototype trust order was known as the “Panguru D3 model” and was followed by the “Rawhiti model” which incorporated common use areas in a Māori reservation.

The mediator is also to record the terms of the resolution reached at mediation and report them to the Judge or Registrar who referred the issue/s to the mediator.
